Only 9 countries carry any U.S. quarantine risk at all, and only for a foreign-vaccinated dog without a valid rabies titer: Brazil, China, Colombia, Egypt, India, Kenya, Morocco, South Africa, UAE.

The other 25 countries carry no U.S. quarantine risk at all — and that list includes several countries rated “Moderate” difficulty above, like the UK, Australia, Japan, Hong Kong, Iceland, and New Zealand. Their Moderate rating reflects logistics friction (limited cargo airlines, strict origin-country export deadlines), not CDC rabies-risk classification. Don’t assume a Moderate difficulty rating means higher CDC risk — it often just means more paperwork on the origin-country side.

How We Rate Difficulty

These ratings are this site’s own editorial classification, not an official government scale — here’s what each one generally reflects:

  • Easy: A low-risk-pathway country with straightforward paperwork, no titer requirement, and no U.S. quarantine risk.
  • Moderate: Still no U.S. quarantine risk, but added friction somewhere else — commonly limited airline cargo options, a stricter or more involved origin-country export process, or a longer realistic timeline.
  • Difficult: A dog on the high-risk CDC pathway (foreign-vaccinated, possible titer requirement and quarantine exposure), or a country with a substantial government export process of its own.

One thing worth separating out: difficulty and timeline are related but not the same measurement. Difficulty reflects how much process (paperwork, titer requirements, export steps) a route involves; timeline reflects how long that process realistically takes. A country can be rated Easy but still take 8–10 weeks simply because of how long routine steps take to complete in sequence — Ireland is a good example of this below — while a Moderate-rated country might move faster if its added friction is mostly about airline booking rather than a long waiting period.

Only in specific, conditional cases — mainly foreign-vaccinated dogs from CDC-designated high-risk countries who don’t have a valid rabies titer test result. Most pets, including all cats, face no U.S. quarantine risk at all.
